Here in Portugal, the same thing happens. Recruiters don't pay any attention whatsoever to your recommendations, job descriptions or other details in your Linkedin profiles. They probably match you based on keywords and that's it. That hurts especially when we candidates pour in so much effort in optimizing our linkedin profiles, github accounts, portfolio webpage, etc.
